    The Opportunity RS&H is currently seeking a Water Resources Engineer III for our Transportation Practice in Timonium, MD. Essential Functions: Provides professional engineering consultation in the planning, design, and coordination of large complex projects, often requiring the development of new or improved techniques and procedures and independently applying advanced engineering concepts and designs. May serve as the team expert and/or project lead on large, complex multidiscipline projects. Develops and evaluates engineering reports, plans and specification criteria for a variety of projects, engineering design and facility development, design detailing, code and criteria analysis, construction document production, and construction administration. Coordinates with a diversified project team, including development of client communication, proposal coordination, marketing, presentations, and management of other discipline-related activities. Prepares specifications, scaled drawings and proposals. Ensures finished plans, specifications, and approval of materials and construction. May review and approve scopes, budgets, and schedules for assignments. Meets with clients to determine objectives and requirements for executing desired scope. Reviews junior staff's work for technical accuracy and provides technical guidance to other professionals and technicians. May also lead a discipline team or small multidisciplinary teams to complete projects. Performs quality control reviews and ensures achievement of key milestones. Performs as-needed field reviews and observations of ongoing construction projects to maintain and increase understanding of construction practices and design applications. Maintains professional registration and licensure by ensuring conformance with professional, ethical, educational, and discipline practice requirements. Remains knowledgeable of all applicable federal, state, and local codes, criteria, regulations, and ordinances that are pertinent to respective discipline. May supervise direct reports, including hiring, coaching, performance reviews, development conversations, and productivity management. Performs all other duties as assigned and within scope of practice. Minimum Qualifications: Bachelors degree in Engineering from an ABET accredited university Minimum ten years of relevant experience PE required Advanced level of oral, presentation and written communication skills Experience working on parts of a major project or multiple moderate-sized projects Proven experience providing technical guidance to entry/junior level staff. Essential Functions: * Provides leadership, oversight, and support for resource management of water resources associates, maintains production backlog projections, and forecasts targeted growth needs. * Supports water resources associate recruiting, onboarding, and technical development. * Serves as Project Manager and/or Water Resources Task Leader on major projects, performs independent quality control reviews, and ensures that quality management policies and procedures are adhered to. * Serves as a subject matter expert and technical resource for water resources services. * Supports business planning activities related to water resources services, supports the identification, creation, and maintenance of water resources opportunities, and actively leads marketing and business development initiatives related to water resources services. * Leads key internal business operational initiatives to support the growth and development of water resources services within the region in both the Aviation and Transportation market segments. Minimum Qualifications: * Bachelor's degree in Civil Engineering, Environmental Engineering, or a related field * Professional Engineer (PE) license and ability to apply for reciprocity in multiple states * Minimum 15 years of demonstrable experience within the field of water resources/stormwater planning, analysis, drainage, and engineering design, 5 years of which are in a leadership position.     The Estimating/Preconstruction Department is responsible for preparing budgets and bids for all Clark projects, and for continuous preconstruction on awarded projects that are in the development phase. The responsibilities of the Estimating/Preconstruction Department include compiling qualified bidders lists; issuing invitations to bidders; soliciting bids; preparing estimates for all Clark work, quantifying and pricing labor and materials; receiving bids; and reviewing bids to prepare total project costs.     As Systems Manager, you will be a part of a Central Engineering and Building Information Modeling (BIM) team dedicated to supporting C3M Power Systems various projects across the country. You will perform engineering tasks preparing detailed information, produce CADD shop drawings for project teams to install work by, identify pre-fabrication opportunities, and technically support project teams to achieve the project's goals. The Systems Manager will support the Senior Systems Manager and/or BIM Manager with communication among project stakeholders, manage risk, and monitor progress against the schedule. Develop plans in accordance with applicable codes + Maintain cable and wire schedule for entirety of project including existing to remain and new construction + Coordinates termination details for all electrical equipment between varying manufacturers + Perform QA/QC for any work being submitted + Create wire and cable tags from developed information for field distribution + Responsible for packaging all engineering deliverables to field employees in a timely manner + Works with Engineering and BIM manager for strategy on multiple varying projects + Document and report any changes that may have cost or schedule impacts to Project Manager + The duties and responsibilities are intended to describe the general nature and scope of work being performed by this position.
